1. PURPOSE: This NETCALL implements the First Sergeant's Barracks Program (FSBP) .

This Program is one part of the Army Plan to improve the quality of life of our single Soldiers by providing them quality living areas and holding them responsible for their rooms. The Army is working to stabilize Soldiers and Families at a single installation for longer periods and; therefore, wants to ensure we provide homes for Army Families and rooms for single Soldiers to a high standard matching the level of service they give to our Nation. The Residential Community Initiative is the Army program to achieve quality family housing in the United States and the Single Room Initiative (SRI) is the Army program to achieve quality housing for our single Soldiers. The objective of the Single Room Initiative is for every Soldier to have no less than the 1 + 1 construction standa by Fiscal Year 2013.

The Army and line commanders will benefit from improved management oversight of property inventories and billeting operations, less wasted time for Soldiers and leadership, high Soldier satisfaction, improved visibility on work orders, room condition and room availability. The program will also save money by reducing maintenance bills and the number of Certificates of Non-availability given to Soldiers when there is actually room in the barracks for them.

The cornerstone of the First Sergeant's Barracks Program is the continued involvement of the unit leadership. This involvement is critical to the success of the program. Command Sergeant Majors and 1SGs must remain involved in room assignments while working with the SSH and area management teams. Commanders, First Sergeants and other leaders should continue their normal and routine room and barracks facility inspections to ensure the health and welfare of their Soldiers and promote good order and discipline within their units. First Sergeant's Barracks Program is built upon our Army leader's full involvement in the well being of our junior enlisted Soldiers living in the barracks.
