3.  During normal and alpha FPCON, gates number 2, 6, 9, 13 and 15 may be left in the open position.  The remaining boundary gates, under the FPCON determined by the installation commander, may be opened for contractor or emergency personnel access on a case by case basis, but the gates will remain closed except for vehicle passage.  After the vehicle enters or exits through the gate, the gate will be closed and locked.

3. Gate locks will be keyed the same.  Gate locks and keys will be controlled and issued by DES Physical Security.

4.  In lieu of gates at other locations on the Installation boundary, earthen berms have been constructed at the intersection of numbered and unnumbered exit roads and the Installation boundary.  These berms may be temporarily removed for contractor access or emergency purposes, but they will be re-constructed immediately after the access is no longer needed.  Temporary removal of berms will be coordinated with DES.

5.  Any earthen berms that have been leveled for temporary access must be restored.  Any damage to gates must be repaired by the contractor.
