What is FAST (Functional Academic Skills Training)?
FAST is a group of programs listed below supporting career and personal goals. FAST supports NCOES and the Army’s goal to retain quality personnel. Once a particular need or goal is identified and documented, a Soldier enrolls in and completes a course of academic instruction to improve reading, mathematics, writing, science, and/or computer skills. Army-prescribed and distributed commercial-off-the-shelf (COTS) basic skills software is used to deliver FAST programs at Army Education Centers and Army Learning Centers. The Soldier’s objective for taking FAST determines which of the following programs the Soldier enrolls in and also the number of hours spent in the course.
- Basic Skills Education Program (BSEP). Soldiers who score less than 10.2 (grade-level equivalent) on any of the Test of Adult Basic Education (TABE) subtests are eligible for enrollment in the BSEP component of the FAST program.
- General Technical (GT) Improvement. Soldiers with GT greater than 100 but less than 110 (or less than what is required to meet a specific military goal) and TABE reading and mathematics scores above 10.2 are eligible for enrollment in the GT Improvement component of FAST.
- General Education Development (GED) Test Preparation. Soldiers eligible for GED preparation include any Soldier without a high school diploma. GED test preparation is also available to Soldiers during off-duty hours.
- Reading Skill Development.
- Preparation for College.

THINGS TO KNOW:
- Students will begin the course on a Monday in Room 230 (STEWART) or Room 22 (HUNTER.)
- Soldiers need to have TABE scores less than 6 months old. If they do not, a counselor needs to issue an appointment slip for the next available TABE test date. The TABE will be available during the first week of the course, but if there is time remaining before the start of the cycle, please get it taken care of before then.
- (STEWART ONLY) Thursday and Friday, students will be in the Learning Center. Monday, Tuesday and Wednesday, students will be assigned to a Liberty County Adult Education Program (LCAEP) classroom. In most instances, the last Monday of the cycle will be a Post-TABE for both morning and afternoon classes Generally, the last Friday of the cycle, the AFCT will be scheduled to begin at 0900 (regardless of normal class time) for all Soldiers who received the approval to take the test through their chain of command and their S1.
- (HAAF ONLY) All HAAF BSEP/GT Improvement courses will end on the Tuesday that the AFCT is administered.
- During the first 2 days of the course, Soldiers will create a profile within Peterson’s OASC. They will then fill out 4187’s to take back to their respective units for approval to take the AFCT (there is no centralized office to process approvals).
- In order to take the AFCT, Soldiers must be in duty uniform and have their military ID card. Failure to fulfill either of those requirements will result in ejection from the testing room.
- These cycles are for Soldiers only! Civilians interested in Basic Skills study will need to sign up for Peterson’s OASC or the Fort Stewart LCAEP separately. The LCAEP also has evening study available for FAST/Basic Skills study Monday, Tuesday and Wednesday evenings. However, if a Soldier chooses to take the class in the evening, he or she will have to go through the regular registration process.
